Engine/Transmission (1998.5 - 2002) What is P04602 code

The old CTD has started missing or surging, but not all the time. The only code it threw is P1682 which is low battery voltage or alt output. That problem seemed to clear itself. Need some help on where to start looking. Fuel press is 14lbs at idle and only changes as I mash the pedal down. When it starts missing, the tach increases in rpm. I seem to hear the VP44 rattling like noisey valves at times and I run a cetane booster in it. I also have an EDGE EZ box that really works good. Any ideas, Moe
 
18-24-99 All 5. 9L - 24V diesel engine intermittent engine stumble.

This information applies to vehicles equipped with a 5. 9L - 24V diesel engine built before engine serial number 56624822 with a date of manufacture of August 28, 1999. This information is available on the engine data plate, which is located on the left side of the engine, affixed to the gear housing. The customer may experience a quick, momentary stumble while driving or when stopped with t he engine running. This condition is intermittent and may occur at any time during the operation of the vehicle. A change to the Cummins CM551 Engine Control Module (ECM) software corrects this condition (calibration change 99CalT9A).
 
I made a run today and it is still having that stumble. It doesnt miss at idle at all. Acts like the converter clutch is being unloaded and each time it unloads the rpm goes up. ddunk I will be checking on that serial # although my plate is still there but the painted numbers are worn off.
