2nd Gen Non-Engine/Transmission foaming power steering pump

during cold weather the power steering pump foams fluid out of cap. Any ideas why and how to fix?

What kind of fluid are you using? Mine would whine bad when cold (50s or below). I put Mobil 1 synthetic tranmission fluid in and it stopped. Maybe it would help with foaming as well.
