Yes but the BriteBox is not much more then a relay or two inside a box that uses the voltage from the oem headlights to switch power also to the foglights and also low beams when the foglight switch or high beam is on. There have been cases of the Briteboxes overheating and failing and then who knows what voltage is going where.
I don't say this to badmouth BriteBox, but only to explain that maybe that is where the problem lies. But you are right, the absence of voltage at the foglight bulb socket, could mean either a bad fuse or a bad britebox. At least I think so... .
Voltage at the sockets, but no light, of course, would definitely mean bad bulbs, which also does happen.
