2nd Gen Non-Engine/Transmission Frozen Emergency Brake CAble

I have been trying to get the e-brake to work better on my 01 dually. I noticed when my wife pushes the e brake down that the passenger side cable will not move at the backing plate. It only moves where the cables split maybe a 1/4 inch. The drivers side will move the lever a bunch at the backing plate. I have the rear rotors off and can see that nothing is moving at the passenger side. When the brake is applied the cable to the point where it becomes two is really tight. I adjusted the e-brake pads up to be snug a couple of nights ago, even took the bolts out of the axle flange to make sure I had them adjusted up right. Anybody hear of the e-brake cables freezin up? It looks like it would be a real bear to replace the cable. I am wanting to make sure I havnt over looked something. Any help would be greatly appreciated.

Had the same thing happen on my '93. Tried WD40 down the cable, went down the length of the cable rapping it with a hammer and working the oil in. 1 side did free up and I still had to replace the cables...
