Hams can legally transmit with more than 5 watts, but I've talked to other hams all over the world with not much more power than that. Most of the mobile ham radios are adjustable from a few watts to about 100.
One night I talked directly to an astronaut on board the International Space Station as it passed over Atlanta. Most of the astronauts are hams.
Although these radios can receive CB frequencies and can be easily modified to transmit on them, it's technically not legal to do so because the radio hasn't been approved by the FCC as a CB transmitter. Listening is OK.
Driving cross country, I use CB to talk to the big rig drivers, they know where the best fuel prices are!
