The max values don't seem to be as big a problem as transitioning on min values. With the max it would just seem to hit a wall, if the min does not translate smoothly in increments to another combination then I think you get some oddball engine variations. You get jerking and some weird stuff when the rail drains but that is like going from 21k to 7k in seconds that causes it. If the drop is smoother or less EGT's tend to flare and the engine just feels like it loses power and then it comes back when you lift and roll into the throttle again.
The in-tank LP's have a habit of doing that, hold pressure right up to a point then it starts dropping and \or bouncing. Does weird stuff to the throttle response and engine operation as it can rolling along fine, start up grade then lose power part way up but not enough to completely stall it, it starts slowing.
