Ignition switch bad?

Changed oil & fuel filters, key on & off to prime fuel system, started on second try. I let it idle for a few minutes & shut it off, cleaned up for a test drive & it won't engage the starter. The gauge needles bounce when key is turned, shows door ajar and mileage on the evic, radio doesn't light up or work. 12.66 volts at the fuse box all fuses good. Bad ignition switch?
One time when I turned the key the evic briefly said "wrong key fob", tried other key, no change, doors lock & unlock okay.
Would a new switch have to be programmed by a dealer?

Ozymandias, yes tried the spare key, won't activate the starter, normal lights that come on in the evic for pre start not there. Door ajar light goes out when the door is closed.
gsbrockman , batteries test good.
It gets towed tomorrow to the dealer, so glad I paid for extended warranty. The " RECALL RAM " is on the hook again!

Yes I used a load tester to verify the multimeter volt reading.
Have a OBD scan tool, it won't link to the truck, asks for the ignition switch to be turned on. See what the dealer finds.

Well....it’s a good chance that the WIN module could be giving you problems.

And I presume you did disconnect the batteries and load test them individually?
 
The problem was the ignition switch, took my spare key to the dealer for progamming to match the switch.
They are still working on finding why the engine revs up 300-500 rpms while upshifting to 3rd and 4th gear, but not when shifting to 2nd , 5th or 6th. Its like applying throttle before letting the clutch pedal out all the way with a standard trans.
