I only have air blowing on the floor. Which 'door' is not moving to direct the air where I need it? There are 2 controlled by vacuum and one motor driven. I have vacuum.

Not fully familiar with your year and would need a shop manual. (The HVAC layout is fully detailed there). On my '98 there are 3 doors: return air for recirculate, the defrost door (NHTSA requires it default to defrost with no control—vacuum—so active damper closes off defrost, and the intermediate damper which proportions console versus floor air. I would check your vacuum connections and also the damper arm linkage since they are plastic and can get 'et thru' over time (I've rebuild 2 of mine with hardware when the damper arm pins bit the big one).
 
This happened to me on my 99 after installing a new vacume pump. One of the thin plastick lines broke. Spliced it back to gether and all was good.
