Leaky Coolant Hose Behind Turbo

I noticed that the coolant level was a little low. I could see coolant dripping around the short hose. Tightened the clamps as much as I dared. After looking at the piping it looks like it is starting to flake apart at the elbow. cant really tell if it is the paint on the pipe or the pipe itself. Has anyone ever had the pipe leak? On a 6 speed it doesn't look that hard to change the whole unit. I am
defiantly going to change the hose and clamps. Not sure about the pipe yet. Any suggestions if the pipe should be changed. First leak around 20000 miles, this one at 101000.
