lift pump keeps pumping foam

I have a 99 Dodge 2500 with the 5.9 cummins my in tank lift pump quit working so i replaced it with the OEM carter lift pump (easier for me to do) the pump comes on and runs as normal but when i try and bleed the system it continues to pump foam (bubbles) after several cycles? Help this is my only truck and i am dead in the water without it. Also the OBD port will not power up my reader nor the one at the parts store Fuses are good?

So your using the block mounted pump and trying to draw through a dead in tank pump ?. If this is the case it will not work as it is one or the other. You will need to either get the in tank fixed and disable and plumb around the Carter or change the module out to the pre pump module. Both can be sourced at genosgarage.com. In either case your still going to have to drop the tank.

Just for clarification... Did you remove the in-tank pump and then install a Carter pump in the original location on the left rear side of the engine? Or, did you leave the in-tank pump in place and install a Carter pump in the original location on the left rear side of the engine? Or, did you just replace the in-tank pump with another in-tank pump?

Need to know exactly what you did so we can help.

First thoughts are ECM or PCM. Hopefully others will chime in on that. Being your lift pump appears to cycle as it should kind of leans me away from that but you never know with electronics. You could try disconnecting batteries for 1/2 an hour or so then reconnect essentially reboot the system and see if that helps.

As far as the tank pump module, lifting and blocking the front of the bed maybe an alternative for you than dropping the tank which may have a substantial amount of fuel making it almost impossible unless pumped out.

John I just left the in tank pump there and disconnected the electrical and hooked up the carter pump

well if i have to get into the tank I will replace the pump i prefer that over the carter i was just trying to avoid doing the whole tank thing
