Engine/Transmission (1998.5 - 2002) Low voltage to lift pump

2001 24V only getting 8.5 volts to fuel pump. Works fine with 12 volts to it. Will not cut on with low voltage . I assume it gets its power from ECM or PCM. Please help. Feul system relay works fine with 12.5 volts

if the armature is dragging the pump may show low voltage without a problem in the ecm. I think the pump is your problem, if you get another pump you should get a brushless pump like the fuelab and also add a 12 volt isolator
