MegaCab, behind rear seat storage confusion

So, have only had my 2011 Megacab a couple weeks, and am trying to find places for all the "stuff" I carry. What is under the plastic cover that is bolted down behind the right rear seat? That is a large amount of storage area that is lost! Pretty disappointed when I discovered this.
