If you have an HX35 a turned up injection pump with stock injectors will make 35psi.

I'd fuel to hit anywhere 30+ at 1200f EGT.

Well since pushing it a bit harder, I've seen 23 psi wide *** open and I've managed to see around 1050* egt. I wonder why boost is so low. I don't think i have any leaks.

If its a non waste gated exhaust housing its probably a large one, some may have even put the factory H1C snail on it for some reason and big snails dont make boost, When i first started driving my truck with a tuned pump and +40hp injectors, on a stock turbo i could only get around 25 psi. now that same turbo with a 12cm snail made 42psi till it blew up
