Engine/Transmission (1998.5 - 2002) Overboost DTC with Boost Fooler Installed ??

Installed a BD-Power Boost Fooler and Elbow. Got 30 Pounds Boost but also Got Overboost DTC. Could the boost fooler not be working, and or is the wastegate still sensing the overboost and sending the DTC?
