Ok if the lift pump has never been updated to intank then it should be mounted on the back of the filter housing.. It's probably bad. How many miles on the truck?

also i cant seem to find a fuel pump specific fuse in the box.

could this mean there is a prob with the ECM.If i can trace the fuel pump wires back to the ECM mabey there is a bad wire?

It is possible. Some 2nd gen guys installed a relay that the coil wired with the pump wires to energize then installed a seperate fused 12vdc from the battery to the contacts on the relay then to the pump. This took the load off of the ECM.
