Are they using the HX35 turbine wheel? I believe the rest of the specs are right but, I just measured an HE351CW comp wheel and it has a 85 exducer?

Those specs I posted are from Holset themselves, so OEM specs. Not sure on why the measurement is different.
 
Actually turbo speed has nothing to do with it. The ECM monitors for boost pressure and opens a solenoid that sends air to the WG that regulats boost in the ~28-32 psi range. It take the ambient pressure and manifold pressure to determine boost (one of the reasons a dirty air filter manifests with low boost pressure on a stock 04. 5-07).



Assuming you're correct, then what is the purpose of the speed sensor?
 
I'll assume you're right again. Then what is the device the green wire with the three terminal plug is connected to? I hope you're not going to tell me there's no green wire.



There is no green wire :D











The only piece of electronic equipment on the HE351 is the wastegate solenoid (command valve), it supplies air to the WG. The ECM looks at MAP pressure and IAT (ambient) pressure to determine boost, when the boost is in the 28-32 range it opens the solenoid, which allows air to go to the WG, since the WG spring operates in the 24-26psi range it open, and regulates the boost. . Its electronically controlled, pnumatically operated.
 
Here are some pictures of the speed sensor. I don't know what year engine this came from, but it looks hardly used. The hole in the third picture is where the end of the sensor sits.
 
Need to see the rest of the turbo but it looks a lot like the newer VGT turbos off the 6. 7 or maybe a Garrett VGT?

Says Holset on the compressor housing. I trust you can see enough of the exhaust housing to see it's not a VGT. Failing that, I'll take some more pictures tomorrow. The second picture shows the 351 flange on the left- the 341 on the right came off my '03.
 
I know two people with '06 and '07 Dodges, I'll contact them and ask them about the green wire.



I think the fact that your turbo has different size turbines, and a speed sensor wire shows that its not a HE351. .



I couldn't tell in your photos but was the exhaust flange different from your stock turbo?



I can see on my turbo the place where the sensor mounts, but as you can see. . nothing. There was no change to turbo's from 04. 5-07.

Take some more pics and post them. Turbo looks quite similar. AH's turbo looks like the casting for the compressor housing has the boss in it to machine for the sensor. The 6. 7L's have a turbo speed sensor?
