I worked in the tire business for a number of years. Plugs will work MOST OF THE TIME, however, a patch is the more reliable/approved repair. The problem w/ plugging is in the process of prepping the hole, you can further damage the belts & fibers of the tire, which can lead to a seperation later. Also, by removing the tire & visually inspecting the interior you avoid further damage from "unseen" objects which plugging would fail to detect.
One caveat... you can plug holes near the sidewall that can be difficult or impossible to fix w/ a patch... . , repeat--near the sidewall. Never (unless absolutely necessary) plug a hole in a sidewall. That's really askin' for trouble.
