Engine/Transmission (1998.5 - 2002) Should I Be Concerned

While under the hood checking the Edge w/Attitude wiring to the IP, I was checking things out and noticed the clamp for the turbo had this black oil funk on it, see picture. Should I be concerned about this, or is it norm?
 
I'd open it up

To see if the oil is leaking out of your Turbo Charger,if its not, no big deal,if it is your charger may be ready to grenade, or the drain pipe is restricted. This issue can cause a run away engine. You also need to pull the lower inter-cooler boot to see if there is a large amount of oil in the bottom of the intercooler,a small amount of oil is normal. Take the air-intake boot off and check the play of the inducer turbine, a tiny bit of play is normal. Its real messy if it grenades on the road.

I had a similar mess before. I found that bolts from the oil return from the bottom of the turbo had losened up and I was getting some weeping past the gasket on the return. I tighted up the bolts (10mm if I remember) and no more mess. I check em every oil filter change and occasionally they need to be cinched back up but not too back and no more leak.
