Shut down temp...include ambient or not?

When determining the post turbo temp. for shutting down (300 degrees), is this plus ambient or including? For example if the temp outside were 75, would I shut down at 375 or 300. It was 100 yesterday and it took a long time to cool to 315 degrees even after only a 9 mile drive home (in traffic and uphill).

I do 300 degrees no matter what the outside air. I am pre-turbo.
