Maybe I shouldn't offer advice (as I haven't hooked mine up yet), but have you tried blowing through the vacuum switch in both positions? This would be a simple test to see if your switch is at least toggling. You should be able to blow through it when your toggle switch is off, and then not be able to when the switch is on. If vacuum is "blocked" from the front axle prior to engaging 4WD LO, there is no way that the front axle can lock.

Also, you must flip the toggle switch first PRIOR to shifting into 4WD LO. Once the front axle is engaged, it might take a little bit of driving before it will disengage. I would be very careful about driving around with a floor jack under the rear.

An easy quick check: Have someone (my wife did it for me) flip the switch on and off (w ignition on AUX). Stick your head under the hood near the solenoid valve. You should clearly hear it clicking on and off when the switch is toggled. If it ain't clicking it's either broken or is not getting power.
 
I hooked up a 2low kit a couple of weeks ago. Simlple and works good. You have to turn on the 2 low switch before you shift the transfer case.

Boy you guys are GOOD, you've covered all the faults that could happen, it just proves what a great information resource the TDR site is.

Anyway I was talking to the fella that designed the BD kit and he said that we've got all the areas covered. He also suggested that you take the Yellow marked vacuum hose off and check the brass fitting for a plugged restricted fitting hole. Sometimes in the manufacturing process the . 013 hole is plugged or not drilled through. If it is plugged just run a . 013 drill bit thru or a needle/paperclip is a good fix.

You guys are great ! When I get home this morning, I'll give all your ideas a try. I will check out those fittings. As far as having the back end up on a jack, you only need to move a few inches to know that the front wheels are pulling, but thanks for the concern.

I should have entered a smiley #ad
on the driving with the jack comment as I was joking. The point that I did want to stress, hoever, that once you have engaged the 4WD, you might have to drive your truck 100-ft or so before it will disengage again. Your 2WD switch might actually be working and you just didn't realize it. good luck,
 
Has anyone actually seen or heard of where to get the three port vaccuum switch pictured in the TDR that Mike Monell has?... T

Sorry for the long delay in posting results, but I was on vacation. I followed all your tips, and now 2-lo is working fine. I pulled the hoses,cleaned the barbs, rechecked all connections, and followed the correct engagement sequence. You MUST flip the switch PRIOR to shifting into 4-low.
