No, I was careful removing them and also looked at a breakdown of the pump to be sure I got them back in the correct order. I know PS pumps fail regularly so I’m hoping it’s that and not my 320000 mile vacuum pump.

I highly doubt the vacuum pump has failed. Mine has well over a million miles on it. I'm assuming you removed the two pumps as a unit, bolted on the PS pump and installed as a unit.
 
It’s been a few years but I remember it being particularly vexing trying to mate the PS pump to the vac pump while under the hood. If you say it’s easier out of the truck, I’ll surely try it.
 
Not only easier, but recommended. Marrying the drive cogs of the VP and PS often results in damage if not done on a bench.
 
FWIW: Some years ago, my PS pump got noisy in below-freezing weather, it would get better as the truck warmed up. Looking into the filler opening, I could see that it was milky, indicating moisture in the oil. Used a pump to suck out all the oil I could, filled it with PS fluid, started the engine, turned the wheel lock to lock, shut it down and repeated until the oil looked clear.

That's probably something that should be done every few years...
