I've seen it before. It is an internet hoax about a Jake brake (not an exhaust brake, a real valve timing engine brake) that is on a 1st gen Dodge/Cummins. Lots of suckers have fallen for it.
 
it looks like they did have some made and where trying to get start up money. There estimated list price was almost what your average 12 valve truck is worth. Even if they did get the money to start production I don't think they would have sold enough. Exhaust brakes do a pretty good job for a LOT less.
 
I still believe it is a hoax. Even the PacBrake LoadLeash for the 6.7 is only an add-on for the stock EB, not a real Jake type engine brake.
 
A reliable source told me the Jacobs Compression release brake IS available for the ISB 5.9. VERY Expensive! the load leash does need to have the exhaust style brake in order to work, like you said. It could have been a scam, doesn't matter much though.
