A bit confusing they are saying they are establishing NITTO to Japan 12-2005 then the next paragraph they say "In the North American market, the Nitto brand has been enjoying a high reputation for its product originality"

Toyo Tire & Rubber Co., Ltd. (President: Yoshio Kataoka) announces the establishment of NITTO JAPAN CO., LTD., a new sales subsidiary to market Nitto Tire brand products in Japan, effective November 1.

In the North American market, the Nitto brand has been enjoying a high reputation for its product originality, especially in the area of high performance tires for passenger cars and SUVs, and sales have grown steadily. The newly established company will roll out sales and marketing activities in a highly creative manner, aiming to emulate Nitto Tire's North American success by rapidly establishing a strong brand foothold on the Japanese market.

Going forward, Toyo is committed to further strengthening its brand power in the domestic market, in pursuit of an effective combination of and balance between the Toyo and Nitto brands.

Toyo originally created Nitto as a North America brand. The article simply announced the introduction of Nitto tires to the Japenese market, probably due to Nitto's success over here in the niche tire markets they were created to cover.
The point of the article is, Toyo created Nitto and is the parent company. Here is the previous announcement from the same website, a few months earlier but the same year.

OSAKA, JAPAN - June 27, 2005 - Toyo Tire & Rubber Co. Ltd. (President: Yoshio Kataoka) will spin off the Nitto brand division of Toyo Tire (USA) Corp., a sales subsidiary, and incorporate it as a separate company, to be called Nitto Tire North America Incorporated, effective July 1, 2005.

Im confused. I thought they are part of TOYO.

Today yes but they started as their own company.

Nitto Tires is a Japanese Tire Manufacturing company founded in 1949 [1]. Nitto Tires primarily produced bias truck tires and passenger units and in the 1960s started to export tires to the middle east and the United States [2]. Major financial difficulties caused the company to undergo difficult times and it was acquired by Toyo Tires in 1979. In 1993 Nitto Tires expanded into the production of high performance tires for Japanese import performance cars that began to appreciate an uptick in popularity in the United States.

Currently Nitto Tires is headquartered in the United States and remains primarily focused on the US market. It sources tires from several Toyo Tire manufacturing plants.
