One of my technician friends has a truck making oil. STAR authorized a set of injectors yesterday, $20,000 for the set. It will be interesting to see what the result is. I would have changed the pump long before I wasted 20k on injectors, but who knows.
 
Dumping 12 quarts in is basically over filling it by 2 gts by the dip stick unless maybe you let it drain over night which me or most places don’t and won’t . I know the book says 12 qts / 3 gallons but over filling is not a good thing I think
 
Except that you can't shut it off, wait five minutes and check the oil level. From the owner's manual-

"To ensure proper lubrication of your vehicle's
engine, the engine oil must be maintained at the
correct level. Check the oil level at regular
intervals. The best time to check the oil level is
before starting the engine after it has been parked
overnight. When checking oil after operating the
engine, first ensure the engine is at full operating
temperature, then wait for 30 minutes after engine
shutdown to check the oil."

If you warm the engine for an oil change, pull the plug and drop the oil and put it right back in again, yes you're probably over filling it. For whatever reason it takes awhile to fully return to the oil pan.

My 99 was the same way 3 gallons is to much on the dip stick by 2 quarts

The capacity of the 1999 was only 11 quarts per the manual, so it stands to reason that 12 quarts would be too much. The capacity was really 10 quarts for the pan and 1 quart for the filter, and I don’t think the filter actually holds a full quart.

12 quarts on the 2022 should have you right at the upper mark, not above it by 1.25”. This is the dipstick used, and add to full is 1.25” or 2 quarts. What you’re stating is that 10 quarts gets you to full, so something is wrong with how you’re checking or changing your oil since 10 quarts will only get you to the add line if properly changed/checked.

I have been ridiculed for this by some but this is what "I" do.

Drain overnight in my shop with a level floor. Fill with 11 2/3 quarts. Next time I drive it I pull into my shop and let it set overnight and check. Guess what, it's right on the full line pictured above.
 
Ok I gave my Indy 2 1/2 gallons last oil change November 2022 at 12 k miles now it has 17.5 k miles. He said you only gave me half a jug I said I know I will add make up. He said it takes 3 gallons well ok but 3 over fills it by 2 quarts and a bit more

With the overnight sit the filter is probably only 2/3 full. With the claimed 1 quart capacity on the filter there is your extra 1/3 of a quart, making it a full 12 quarts to the full line with a full filter.

You won’t have any issue with the 11 2/3 quarts, but folks also won’t have any issue being slightly above the full mark after an overnight sit. 1/3 quart is right at 1/5” on the dipstick.

Temp also comes into play. 85° oil sits just above the full mark (1 3/8” on the above photo when I checked today) and 30° oil sits just below it, same level and same location being checked. The 55°F shift accounts for 3% change in oil volume, which works out to a hair over 1/3 of a quart or 1/5” on the dipstick.

3 gallons only overfills it by 2 quarts with improper draining, it’s really that simple. If your photo is of an accurate check of the truck sitting level and overnight the truck has 12 quarts in it when you account for filter drain back. Your Cummins isn’t any different than anyone else’s, so it’s a procedural problem if 10 quarts got it to that level. If it was properly changed then 10 quarts would get it just above the add line with overnight filter drain back.

It is also possible your mechanic put some of his own oil in there so he wasn’t responsible for you not giving him enough oil. I known many mechanics to do this when shorted by the customer.

I have never changed oil on this truck myself. Oil was changed by dealer free oil change at 3 k it was 2 quarts plus over. I gave them three gallons and a filter . Then at 12 k by Indy . I’m assuming they lift the truck up pull the plug it drains while they replace the filter. Do they fill the oil filter I doubt it . Drain plug goes back in. Truck comes down oil (3 gallons ) gets dumped its done . I doubt they even pull the dip stick to check it. Time is Money Next truck please. I might have left the old 99 drain for two hours maybe once over night. Be interesting to let it drain for 2-4 hours and see how much goes back it. Maybe I can get my stepson (35 ) to roll under there in the fall time next oil change to see
