Can this ground cause voltage spikes rubbing up against the master cyclinder booster?

A ground is a ground is a ground, may be other underlying problems. IS voltage spiking or is your instruments losing ground and going erratic? If it is spiking I would look at you alternator. regulating system. If you instruments are erratic look at redoing your ground wires. Hope this helps

I have to say that I don't have any voltage problems as of now. But I was looking at my new FASS to see if I developed any leaks (none so far) and saw the cable had rubbed itself down to the wire.

As long as the wire is a ground wire and not a hot your ok.
