Engine/Transmission (1998.5 - 2002) wastegate

In looking over my turbo I noticed that the vacumn hose on the wastegate is longer than necessary and purposely kinked. This turbo really pulls hard without a lot of throttle. Is this some kind of a shade tree way to give full boost quicker?
