Engine/Transmission (1998.5 - 2002) white smoke trouble shoot

Since the weather has gotten colder my truck is now having white smoke come out, when the engine is cold as well as warmed up. giving it fuel it will come out and then clear up or clear up when black smoke comes out. it doesnt do less or more with TST on or off or smarty on or off it seems the same. the only time it does not come out is starting the truck up in the morning. I have checked my radiator fluid level and marked it it has not moved at all since checking it (about 1 month) my oil is fine not loosing anything. my fuel gauge has not shown anything weird. I dont know if this is a early sign on my VP-44 or just cold climate. it didnt do this last year. any help out there. I am going to be going to TWINS soon so if its the head I will be getting ringed and studs. any advice out there would be great.
