I'm having long crank issues at start up, crank for about 10 sec. pause then crank for about 5 sec. and it fires and runs smooth with white smoke for a few minutes. I've checked all fuel lines for leaks and I have 15# psi.

Any Ideas? Thanks, Bill.

I would suggest that your intake grid heaters are not operating. Check the wires to the grid heater relays on the driver side inner fender, and the large wires which connect to the grids on the manifold. Check the grids for continuity with the wires disconnected.
 
Sounds like fuel is draining back to your tank while sitting, you may have a leak in one of your fuel fittings somewhere between your injection pump and lift pump causing it to draw in air. How does it do with warm starts?

It could be the grid heater like Ron says, has it been pretty cold? My 24V starts pretty good without grid heaters down into the teens.
