Yes you need to, because they push the bolt inboard to outside in the factory, all of them.

I turned them all around to head on the outside, that keeps the threads clean from road debris and is easier to access.

Just cut it off, use a new one. Most of the time easier then drop the exhaust.
 
To conclude my original question, it turned out there was nothing wrong with my control arms or bushings. The big culprit in my steering issue was the track bar bushings, which I replaced with polyurethane aftermarkets. I also replaced the swaybar links with SuspensionMaxx from Summit. And installing a new Bilstein stabilizer today. Off to get it aligned to the Thurian specs next week.

Here’s my before and after specs. Looks like all they really changed was the toe-in. Seems to drive good.
