T case issues???

I have a 93' Dodge 2500 truck with Cummins engine that I bought from my cousin. It's been running great for many years. My cousin bought a newer Dodge because the 93' started giving him trouble. Sometimes it wouldn't start right away, other times it would start fine. This went on for a couple months, then one day it refused to start. He had to get it towed home. He and his brother worked on it in their spare time for a couple of weeks. They replaced the lift pump but it didn't help. They put on an electric fuel pump and that didn't make any difference. Anyway it hasn't run since. After I bought it, I replaced the battery because the engine was cranking slow. The new battery didn't help. It sounded like the engine was right on. I cracked the injector lines and plenty of fuel came out. I'm wondering why it won't start. Any suggestions or ideas are welcome. Thank you.
 
I am sorry I forgot to mention that I put in a new fuel solenoid. The sentence in my first post (it sounded like the engine was right on) was a mistake. It should have said (It sounded like the engine was out of time so I pulled the timing gear cover. The timing was right on).
 
Try tieing up the shutoff arm on the solenoid in the full up position. Measure the traveling distance of the arm, off to run. If the arm is traveling the correct distance as stated in the FSM, then tieing it up will bypass all the electrical fuel shutoff wiring. If it still doesn't start, you have a fueling problem. If it does start then you have a electrical problem in the start circuit.
 
I tried what crabman suggested and it still won't start. I was wondering is the fuel shutoff solenoid is supposed to click or not when the key is turned one notch (not starting the engine). Mine is not clicking and I was wondering if it is supposed to click then I have found the problem. But I don't know. Please offer any comments or suggestions. I just bought the truck and would really like to get it on the road.
 
If you have fuel at the injectors the IP has probably gone bad. If the fuel shut of is not working you won't have fuel at the injectors.
