95 12v help please

Hello I have a 95 12v cummins and I'm having an issue where I turn the key into accessorie and every light comes on but check engine, wait to start, trans temp, and water in fuel. When you start the truck the lights that are on turn off like normal but I have to tachometer. After a few minutes the check engine, wait to start, trans temp, water in fuel light flicker on and at the same time the needle for the tachometer bounces and it works fine from that point on. I've put a new oem ess (crank sensor) and gapped it correctly. Before that a new used pcm. I do notice the fuse block clicking on auto shut down relay and fuel pump relay. And after the clicking the lights flicker on and truck runs just fine

Here is what happens with my '97 which I assume should be the same. When I turn the ignition switch to acc none of the dash lights illuminate. When I turn it further to on all the dash lights go through a self test and go out, except the oil pressure icon and the BRAKE light if the parking brake is on. Since you are getting lights with the key to acc I'm guessing the ignition switch is faulty. If you don't have one a factory service manual contains all the wire diagrams, and is the most used tool you can buy. I prefer the print manual when chasing wires.

Does the ignition switch cause rpms to mess up if it doesn't cycle the lights?
