Engine/Transmission (1998.5 - 2002) Does bad lift pump=lower MPG's?

Just put a new lift pump in and mileage seems about 2mpg better. Does it starve the injection pump when its going bad?Seems like more power too.

Took old pump apart,and the bearings were bad.
 
Had my pump replaced twice. When the pump was going/gone the fuel mileage went and so did the power... guess what... I think its happening again.
