I was looking at a friends 13 and it wasn't EASY to see the PS fluid level especially with a bit of grime on it. We discussed removing the shroud. So today when looking mine over I removed the 13mm bolt and shroud and to my surprise on the right side the fluid level marks are in a much easier location to see.

Not sure the purpose of the shroud???

Yes I thought about taking mine off also. New cars all have them on now. They don’t want you to see what’s going on

Most new passenger cars use electric power steering, which typically have no reservoir.

My 2020 EcoDiesel has electric power steering with no reservoir.
 
Will I don't think anything is added to a vehicle that is not functional. I know that the automotive industry employees a lot more cost reduction engineers than most any other industry. If they can take out even $0.05 to $0.10 per vehicle that is a win for them. When you consider the volume of vehicles built per model year this adds up to very substantial cost savings.

So, I do not think adding the shroud to the vehicle in this area was not thoroughly thought out by the design team, as to be necessary for the design of said vehicle. The shroud would not be added just for kicks and grins.
