2nd Gen Non-Engine/Transmission Heat/Defrost selector not working??

I have a 1999 CTD Quad Cab. Was driving yesterday and noted firstoff, the 4wd indicator lite was not working, however 4wd was engaged. Got going a little further and notice it was a little chilly in the cab, however front windshield was not fogging over, but driver window was slightly. Truck had been sitting at hunting camp, started and driven intermittently over past two days. Weather went from 30 above to snowing/blowing and 0 above. Stuck hand in front of vents in all setting on selection for defrost/heat and could hear fan turning but really never felt good airflow from any vents. One of the best parts of this truck has been its heater/defroster. Am wondering if it is "stuck" between selections?? It has 170,000 miles on it.

check the vacum hose and connections form the vacum pump
