Dealing with the heat

I was driving my 2000 3500 47RE this morning and it was falling into gear very slowly, almost slipping. A few weeks ago, I had a trans temp light coming on and falling out of O/D. On the highway I was running about 65-70 mph and started slipping, then lost all gears. Trans temperature never climbed over 150°F. There's 210,000 miles on it. On the scanner, all the solenoids are maxed out in voltage. It doesn't change through any gear selection. I pulled the transmission relay and had no gears at all.

It's had regular fluid changes, I change the fluid at every 15k miles. It does tow a trailer normally, only about a 7k lbs trailer. Debating, new transmission or try the governor solenoids. Any help would be appreciated.
 
Transfer case is in gear.
Fluid doesn't smell burnt, but does look a little black, can still tell its trans fluid, I did change back in April/ May. Trans temp light was coming on and falling out of O/D about a month ago. Then stopped. Was going to change the gov solenoids. Also had a crank sensor set a mil. Replaced it. They both happened within weeks of each other. I had C/S on hand, replaced it. Never really thought about the trans, it stopped acting up.
