I got the truck started smoothly, *but now can't get it to shut off. I tried manually moving the lever on the IP, since I don't have a FSS. I pull it a the way back/up and the engine keeps running.*

Edit: there's no color to the smoke or any oil burning smell, so I don't think it's running away. Just can't cut off fuel.*

Is the key in the shaft on the shut-off lever? Mark the end of the shaft and see if it turns with the lever.
 
Sorry for the delay in getting back to the thread. I've been messing with a new vehicle (diesel sprinter van) and took the Dodge to my local mechanic. I finally got the report back from them on the oil leak and fuel shutoff issue.*




They traced the oil leak back to the timing case cover, which makes sense to me. They identified the fuel shutoff problem as something in the IP binding when the engine is hot. The lever is not loose on the shaft. They recommend replacing the IP, which I hope isn't necessary. Any suggestions?
