I ran my original without a boot for several hundred thousand also. One day it came apart. That is when I discovered the partial movement of the arm will decrease power. I wired it together for a temp fix in the Flying J parking lot in Amarillo. About 200k later I replaced it, but carry it as a spare.



Since the OP has a cable, maybe he needs to double check full travel.
 
Air, fuel and compression.

If you're confident of the fuel supply and return system, then the AFC is the next place to look. Check the manifold-to-AFC line; if the AFC doesn't see boost, it won't increase fueling. Years back when my heater relay(s) stuck on, that hard black plastic line melted at the manifold and the AFC saw no boost. Can you say '0-60 in the same day'? Sure. I knew you could. It took almost that long to accelerate.

Less likely, make sure the turbo spins freely and that sufficient air is pulled into the turbo. And check the turbo wastegate. If it's stuck open, it won't make much boost.
