What class did these trucks normally have 98 3500 dual wheel if it changes anything
I'm in the process of replacing it with a Curt 16,000 receiver (2,500 hitch weight).
Do you have a true cab/chassis or is it a pickup with flatbed? Is the hitch frame mounted or is it attached to the bed? Most flatbeds extend beyond the end of the frame so that is why the hitch is usually bed attached. Does it appear to be oem or aftermarket?
This is what my '97 Dodge brochure states, under trailer tow group, class 4, but not available on cab/chassis.

I did get my Curt receiver installed. When I started with the furthest back hole (used by the OEM receiver), it hit the spring hanger. I found a youtube install video for a '99 and they started with the second hole (3" forward). That fit but I had to drill two holes on each side. I used a floor jack to power the drill bit through the frame. The receiver pin hole is about half an inch forward (toward the front) compared to the OEM receiver.

I have a 2002 3500. The receiver is a Curt 15319. It looks different than your.what year is your truck? My is a 98 and the hitch bolted perfectly but you also never know what you can end up with either
