Are you sure you mean blue smoke? I ask because blue smoke is usually associated with burning oil. Black smoke is usually improperly burned fuel. Could you tell us more about the smoke?
Are you monitoring the fuel pressure, and if so, is there any difference at 1400 rpm and when when cold versus hot?
Have you checked for DTC's (Diagnotic Trouble Codes) using a good code scanner?
How old is the VP44 fuel injection pump?
It could be related to the IAT (Intake Air Temperature) sensor, but there's no easy way to test it in operation without the use of a Chrysler DRBIII Scan Tool. The VP44 has an internal fuel temperature sensor used to adjust injection parameters, but again, this can only be checked using a DRBIII.
