Engine/Transmission (1994 - 1998) TDC timing pin

I did a search but couldn't find a definitive answer for this question. Is the timing pin for TDC spring loaded out or just a friction fit in and out? I understand it only moves about 3/16" to engage, is that right?

It's friction and it moves closer to 3/8".
