Transmission Range Sensor - leak-seepage

I have a leak around the TRS on my 2006 2500 4x4 automatic and I have replaced it before for same issue but I have a question. The bracket that holds the TRS to the case takes a special tool adapter 8581 to remove the bracket and install per the Dodge repair manual so can that bracket be the cause of a leak also? Does the bracket have a seal? Manual says to remove it in the TRS replacement for some reason and install and tighten to 300 inch pounds. TIA

You can tap it around with a chisel if you don't wanna buy the tool.
There is indeed a seal under it.
