Hello I have a 2001 5.9 24v
So I had bought a smarty programmer in high hopes to burn out at a break stand or in general. that fail so I looked into it and the person who had it before me put a shift kit in as well as a upgraded turbo with a quick spool and 100 hp injectors with a air dog 2 lift pump.still not being able to burn out I had bought a triple disk torque converter and I still have no luck. I don't know what else it could be an my desiel buddy is only familiar with stock problems. please help me lol I'm going crazy from not being able to reach this itch lol... could this be ecm or my vp44?? Thank you ahead of hand

There's no letter "G" in Cummins...
The reason you can't spin your tires is Torque Management. The computer won't give you full power from a dead stop, to keep you from breaking parts.
There is a device available to defeat it, it's probably a bad idea because the Cummins - especially yours with all the good stuff on it - is gonna be really hard on your driveline parts.
 
The Smarty could be triggering the code, occasionally it triggers mine in the rare instances i change tunes. About the only way I know to verify that is return the truck to stock for a bit, clear the codes and run it and see if the code comes back.

Not saying there is nothing wrong with one or the other, there very well could be. Like already mentioned with the mods you have you should not be lacking power.
