Engine/Transmission (1998.5 - 2002) Wastegate or Turbo Failure?

2000 Auto with Banks Power and Big Hoss. Boost will not go higher than 10psi temps jumps to 1000+ fast, low power. Turbo is louder than I've heard it. Bought truck used with the Banks installed, with map sensor unplugged turning off the Big Hoss. Plugged in sensor to a healthy power increase (Set to Level 5) and the use of Dynafact Gauges that don't work when computer is unplugged. After owning truck for a year getting 12 towing and 16 unloaded with or without heavy foot(4:10s). I decided to see what mileage would be without Big Hoss. Unplugged and towed (14,000lbs of 5th Wheel) a tank of diesel no improvement to mileage but noticeable power loss. Hooked up the Banks to find boost not reaching over 5 psi and could not keep temp under 1250 turbo loud. Unhooked computer and finished road trip. Gauges do not work when Big Hoss is disconnected as the box is hooked up in line with them. Banks said maybe a reflash so I sent it in to be tuned to Level 3 in hopes of towing power with a less rich mixture for mileage. Just getting past 200,000 I went to Cummins for a Valve adjustment and a check up and was told all is fine. Big Hoss returned from Banks I reinstalled to find stated problem boost 10 psi max (used to be 32) temps through the roof not able to keep below 800 with a longer cooldown time. Once before all gauges locked up and lost power, fixed by unplugging 4 pin connector in bag of Hoss resetting it as suggested by Banks. Previously temps would sometimes stay hot (500 and above) boost would be at 10 or 15 as I cooled the truck to 350 for shutdown fixed by a run down the street. This is before gauge lockup and unhooking fuel test. Long story comes to-is my big head wastegate failing and raising my pre turbo exhaust (no after turbo gauge), or is my turbo failing? Turbo is not loud without Hoss hooked up. Lots of Banks haters out there but its what I've got and it might not be the problem.
 
Found Thread on howl and looked at boost boots found loose boot and I am back to 30psi and good temps. thanks for looking.
