If it is a stand alone bypass (using/leaving the OEM fullflow filter), then yes it should restrict it to about a quart/minute or so... these are like the frantz, oilguard, spinners, etc...
If it is the bypass that has both a fullflow and bypass together (like an amsoil remote filter), then it should not restrict flow at all.
My amsoil dual bypass does restrict flow into the bypass side but it does not restrict the full flow side. There is a little orifice so that it can only bleed off so much oil so that it doesnt interfere with the full flow pressure or volume
