I like the drag comp option and my 6 sp, but it is a $ pit. I only change my oil+ air. so I am always paying. i have 3 12 v's i like them too, less power but less $. I vote 24 V.
For pulling, I'd want a 12V with a P7100. For day drivers, I'd keep my 05. I've had no problems, even after putting a Smarty to it. Granted it's never been over SW5, and I run it on SW1 as a day driver. If I ever put one in Dad's ol' 2 ton Dodge D600 grain truck, it would be a 12V P7100. That would be replacing an anemic 318.
I vote for 12v. The 24v does have it advantages with easy modifications with "chips", but is too noisy for me. I know of one guy who after major problems with his HPCR in his 03 put in a 98 12v. Shadrach

I can't believe 12vs are cheaper to operate then a 24v. Mine has been really expensive. That said I still like the 97 12v. Also, regarding spool up. I haven't seen a 24v that spools any faster then my 12v.
after owning all 3 types(2x12vers, an 06 and an 02) i choose the 12v. power cost is only cheaper after the plate. turbos and what not are the same. i hated my 3rd gen but that had more to do with the beer can body and lame dealer service BS. i really like my 02. its been the best truck ive owned for the short time ive owned it. unfortunatly, a clean low mile one own will cost you. just tired of the payments. i chose the 12v because its alot simpler, cheaper to buy, and has the best seats of them all. im not planning on exceeding 300hp with my 12ver. i feel that is the best performance for the cost that wont break the rest of the truck or ruin its street manners.
IMHO - haven't seen too many boats with the 24V design - a friends Grand Banks has 2(!) 12V at 600 HP apiece!!. A fuel pump should be lubricated by oil not fuel—the fuel is there to BE pumped!!! The 12V is an epitomy of the KISS method.
Ill be swappin my 24 valve out for a 12 valve here shortly. I like the reliability of the 12 valve because it aint got all the electronic BS to go wrong with it and the fact that my 24 valve is a 53 block well its a no brainer
Having driven quite a few miles on a 1st gen, 2nd gen, and a common rail, I would have to go 12valve. I like how comfortable and quiet the common rail is on long trips and the sound system is much better than the previous trucks. In the end I still own a 12valve because I can fix it, I can afford it (no payments), and I only have a basic knowledge of electronics. I tend to shy away from electronics whenever I can. I can also quiet the truck and install a better sound system if it bothers me to much.
