I think that most states, have the "move over law". In my state, any vehicle with hazards or emergency lights on, slow down or move over! It's second nature for me to move over when seeing lights on the shoulder. If it's a single lane road, I'll slow 15 - 20 below the posted limit and hug center line when possible.
Accidents can and do happen whenever! That's the one thing that I enjoy have a bit more protection with the 3500!
Glad to hear that the trooper will recover without difficulties! I've used my truck as a blocker for people changing tires on the side of the road! If I can help save a life, the little delay in time, is worth it!
