I would definately like to have a good HD front bumper on my 98 dually (the deer in the road situation in rural WI is terrible), but I'm very concerned about the added wt.
When I bought my current truck with 84K miles on it, the stock ball joints were shot. Frankly, I think the added wt. of the Cummins engine (600lbs. +or-), over the gas engine, puts the stock susp. and steering components on the ragged edge, of what they are capable of handling. From what I've read the 2nd gens are worse than the 3rd gens.
After inst. a 230 lb. Buckstop on my 06 2500- 4x4, I was not happy at all with how the additional wt. effected it. The steering (too much load on the power steering pump, as in parallel parking), and suspension (ie: speed bumps). And thats after installing new HD springs, shocks, and a front end allignment.
If or when I decide to buy one, I'll be shopping for a high quality, Lt. wt. (alum?) HD bumper, with a built in 2" hitch receiver. Then if I need a winch, I'll buy a portable one that fits into the receiver, front or rear as needed, when off-roading, etc.
IMO, the added 300+ lbs. hanging way out over the front, kills what little durability our front end components are capable of.
