So far that it and my take is the days of running them past max care are indeed a big financial exposure. Many of the emission components that can easily cost thousands are not built to go well past 100k miles. Many do, but its a roll of the dice,
 
AND maybe EPA will FORCE states to enforce compliance via inspections. All Fed has to do is tie EPA enforcement to highway funding.

They already do that....sort of. The EPA has a regulation called National Ambient Air Quality Standards or NAAQS. It includes a list of seven "criteria pollutants" and their limits. These pollutants include: carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter (PM10 and PM2.5), and sulfur dioxide. If a geographical area is below the limits for all of these criteria pollutants, the area is considered "In Attainment". If a geographical area exceeds one or more of the criteria pollutants, it is considered a "Non Attainment Area". Areas that are Non Attainment, typically are the ones that have emissions testing. If an area is Non-Attainment, and the state run Environmental Agency isn't using appropriate counter-measures to address those exceedences (i.e. emission testing) they can withhold highway funding.
 
I believe all California users of GDE have received this notice from CARB. GDE submitted names and vin.

I will pay/have paid to flash my engine computer back to stock

I wish to pay a core deposit to have GDE send me a stock ECU.

I kept my stock ECU at the time of purchase

I still own the vehicle but no longer have the tuned ECU

I do not own the EcoDiesel vehicle any more

I no longer live in the State of California

I do not wish to participate in the EcoDiesel back-to-stock action. I will accept any penalty on my own.
 
Not surprising, GDE and eco diesel were synonymous on the net. It really makes the poor design of the egr cooler reliable. But FCA paid out 3k to owners who are openly discussing methods to switch ecms in and out to beat the system. The issue is this situation has huge exposure due to the EPA settlement and frankly mocks the court decisions. Not a good path for continued success!
Big question is how the member States follow what California is requesting, or if they do at all.
