Confusion here. 26,000 actual weight isn't what a driver's license criteria is based on. GCWR over 26,000 requires a class A license in TX. However, if you are willing to pay the fee a pickup can be registered for as much weight as you want. So, the loophole is, if the truck is registered for 30,000 pounds but the total combination of GVWRs of the truck and trailer (GCWR) is 26,000 or less he wouldn't need a class A. There isn't any law that says you can't exceed the GVWR of the truck or the trailer.
