My truck has a 2" leveling kit in the front and my 315-75-16s never rub even with my plow on the truck. I have aftermarket wheels on my truck now but I also had them on factory alloys at one time never had a problem.

EBAY is a good way to go about establishing a base line for what stuff is worth try to find your comparable truck and watch and see what the end value is

The best thing to do would be to remove it from the truck so that you can properly clean and prep the surface of the plastic. They make cleaner just for that but if you dont know anyone in the autobody field you might have a problem getting it. You can clean the surface really well with soap and...
